PLANNING AND ZONING COMMISSION
AUGUST 14, 2013
A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in Town Council Chambers, 740 Main Street, East Hartford, Connecticut on August 14, 2013.
CALL TO ORDER
The meeting was called to order at 7:05 PM.

SITE PLAN APPLICATION – 247 and One Riverside Drive, Installation of a biosparging /bioventing system trailer, fencing and associated piping to an existing educational facility.
Applicant: Goodwin College Inc.
Upon a motion by Thomas Fitzgerald, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. Final plans and mylars are to be signed and sealed by the professional engineer or land surveyor
licensed in the State of Connecticut that is responsible for the work.
2. In evaluating this application, the Planning and Zoning Commission has relied upon information
provided by the applicant and, if such information subsequently proves to be false, deceptive,
incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.

SITE PLAN APPLICATION - 1191-1195 Main Street aka Main Hardware, Installation
of a propane filling tank, pad and enclosure to an existing retail facility.
Applicant: Edward Fichera
Upon a motion by Peter Bonzani, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to approve the above Site Plan Application with the following conditions:
1. Final Plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect
licensed in the State of Connecticut who is responsible for the work.
2. On the site plan, clarify on the plan that the proposed parking lot striping is to be included as part of
this project.
3. On the site plan, graphically depict the location of underground electrical conduit to the proposed
filling tank and specify on the plan if lighting is proposed.
4. On the site plan, provide all construction details necessary for the proposed improvements.
5. In evaluating this application, the Planning and Zoning Commission has relied upon information
provided by the applicant and, if such information subsequently proves to be false, deceptive,
incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
SITE LOCATION APPROVAL – 284(B) Rear Tolland Street under C.G.S. Section 8-6
for the establishment of a used automobile and truck sales and service license.

Upon a motion by Peter Bonzani, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the above Site Location Approval Application with the following conditions:
1. Applicant shall obtain a certification of completion prior to signature of the Chairman of the Town
Planning and Zoning Commission on the State of Connecticut Department of Motor Vehicles K-7
form.
2. Applicant shall be limited to the exterior parking as depicted on site plan entitled: Site Plan prepared
for MS Property Associates, LLC. Owned by Stuart Franklin 284 Tolland Street, East Hartford,
Connecticut, dated August 6, 2013, Scale 1”=30’, Prepared by D’Onofrio Surveying & Engineering 1

3. Applicant shall provide documentation that 272 Tolland Street “rear” and 284 Tolland Street have been
combined by deed prior to signature of the Chairman of the Town Planning and Zoning Commission

4. Site plan title block shall be corrected to indicate the business name and address.
5. Approved plan shall not be modified for licensing purposes without written authorization from the East
Hartford Town Planning and Zoning Commission.
6. In evaluating this application, the Town Planning and Zoning Commission has relied upon information
provided by the applicant and, if such information subsequently proves to be false, deceptive,
incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
7. Applicant shall stripe all parking spaces as depicted on site plan.
SITE LOCATION APPROVAL – 360 Burnside Avenue under C.G.S. Section 14-54 for a general repairs license ownership change. “Brown & Sons Auto Repair, LLC”

Upon a motion by Kathleen Salemi, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to approve the above Site Location Approval Application, with the following conditions:
1. Applicant shall obtain a certification of completion prior to signature of the Chairman of the Town
Planning and Zoning Commission on the State of Connecticut Department of Motor Vehicles K-7
form.
2. Applicant shall be limited to the exterior parking as depicted on site plan entitled: Property of Brown &
Sons Auto Repair, LLC 360 Burnside Avenue, East Hartford, Connecticut, dated August 6, 2013, Scale
1”=30’, Prepared by Francis T. D’Onofrio Professional Engineer and Land Surveyor, 9 Penncross
